San Francisco UPS shooting question

I have searched everywhere and I can't find the weapon used in the UPS shooting the other day. I have read that they are calling it an "assault pistol".
Does anyone know what it was?

Why is it that John Q Public can never get these things to shoot more than 2 rounds in a row (successfully), but every butthead that decides to shoot up innocent people seems to have problem free functioning?!?

Could be why he was also carrying a 1911? The TEC-9 was for the gangster look.
