Does anybody know if how I can get license to carry in the state of Maryland while still living in Pennsylvania

MD is May Issue to residents and non-residents. So to answer your question without knowing anything about you.... hypothetically yes.
Let's not forget there are still species of tropical penguins living in the Galapagos.

Everything I have read - your chances of getting a Maryland Permit is 0 unless you have some type of law employment background and a life or death reason to carry. Heck, do you know anyone that has a Maryland Carry Permit?

Local Sheriff is irrelevant, all carry Permits are issued by Md State Police.
State of residency is a non-factor, the OP has same opportunity to recieve a Permit as any Maryland resident . ( Trying to keep straight face while typing that .)
The inside joke to that is how few Marylanders are able to recieve a Permit . While it has actually gotten somewhat better in last 2yr or so , the total number of Permits outstanding for the State is in the vicinity of 4,000 . And other than retired Corrections & LE ( that fall outside fine print of LEOSA ), most of them are restricted for specified business related activities.
BUT Marylanders do get to carry without Lic on the entirety of their property.

If you have business in or travel through MD for business, there's a good chance at getting a license but likely with restrictions. You can then request review of the restrictions before the Board and if your i's are dotted and t's crossed, you stand a good chance of having the current Board remove the restrictions. If you're just looking as an individual for self-defense purposes you'll need a documented threat through a police report or witness affidavit.
