Are you loading the bipod? Loading it a bit makes a big difference for me. As Noah said, you can make the bipod really stable that way.

I use a bipod on the front and a squeeze bag under the stock on my long range rifle.

In short, no one likes a showoff,
I get better groups shooting offhand standing, bags and bipods are for kids. I didn't know what the rifle vises were for, and a guy let me use his. Some dude named Barak Obama asked me what I was doing when he saw me shooting my rifle while clamped in the vise , standing, at 400yds, getting sub moa. I asked him how they can shoot this with the clamp thingy digging into their shoulder, I had to keep switching between left and right hand to keep from developing callouses on one shoulder, and wearing a hole in my mighty shirt. My rifle was a daisy red rider. Iron sights.
    True story.
I also shoot my pistol with a live #100 pig under each arm and a live weasel in my pants to simulate stressful combat situations.
    Show off.

I suppose the "cant" argument is also pretty valid.

I shot a Harris bipod for a few years (from the bench & loading it) the results were satisfactory. I switched to a rest last year and it made a big enough difference for me to dump the bi-pod. I think a bi-pod has it's place if you're shooting from the ground and not the bench.

All of my precision rifles have bipods and I have shot some of my smallest groups using a bipod and a rear bag. I tend to be more consistent laying prone behind the rifle loading the bipod rather than shooting off of a set of bags.

I really notice it with my Bull Gun, it can shoot sub 0.5 MOA groups but more often than not I throw a flyer to open it up. I want to test it with a bipod however I haven't yet found a good way to mount one yet.

Mount it so that when it's folded, the legs are pointing forward...

And to address an earlier post: some bipods can cant...

As far as those rear bags go: you can make your own out of a sock with airsoft pellets/sand/etc. and a cable tie. I always put its matching sock (the one with holes) on the outside. Don't use beans - when the sock gets wet, they sprout.

Bubble level is good: Many Spuhr scope mounts come with them embedded in the rear position.
