Is pepper spray legal in Philly?

I already CC a firearm, but I was thinking of carrying pepper spray to ward off a dog that may try to attack my dog.

Likely as not you're going to hit your pup, too. Google ways to separate fighting dogs.

I would never want to, but that is one of the situations where you are legally justified in shooting the other dog...
