I agree with both of theses choices for NIB pistols they will fit the OP's roles very well. The surplus world will have some offerings but it's a crap shoot if your ordering from a web site and if your buying in person you need to know what your looking for and be allowed to disassemble.

CZ-82, or Beretta 92s would be my recommendation for surplus tradeins in that price range.

Peace is that brief glorious moment in history when everybody stands around reloading.

Hope you did not get my old one. That would jam / no feed every other round.

And ya can still find a S&W Model 10 for under $300.
    WOW on the Para!

I got a S&W Model 15 lightly used (very light finish scratches, no exposed metal or metal scratches) for $250 OTD. Superior to Model 10.

This guy is going to need a decent holster as well (and belt if he does not have one), not sure if he has that figured in. As far as the idea of renting at the range is concerned, the guy has $300 for a handgun. Renting at a range is going to bite into that. Perhaps if he has it narrowed down to one or two.

If the purchase had to be made today for $300. Once you discount for the rebate it would be S&W M&P Shield in either 9mm or .45 with enough left over for a holster.
Or possibly an LCP 2 in .380 if you're looking to pocket carry. S&W 642 .38 is another solid choice for a revolver but will be slightly more at $329 - $350.
Used options imo, Glock, Springfield or Ruger SR9c.
