Private sale/transfer of handguns in Pa is not lawful, except parent to child, grandparent to grandchild, and between spouses.
Lending is fine if you have a LTCF.
Carrying someone else's gun is not illegal (with LTCF).
What is illegal is the sales data base that your PSP friend accesses to check and see if the handgun is" registered."
This is what cause the confusion. LEO's think if it's not in the database something is wrong, or illegal. When in fact it's incomplete and unlawful.

If I understand you correctly you will be going with your brother so you can do a person to person transfer at a FFL. Find one with the lowest charge for transfers.
Since you have a LTCF he is allowed to loan you his gun, but it is not yours until the transfer.
BTW if you traded him a handgun, may want to do both and clear everything up. Also IANAL (I am not a lawyer)

You need to look carefully and make sure the whole serial number has not been messed with. If part was obliterated you have a problem, its a felony. Find a deep lake and throw the frame in.
I am not sure what happens if a serial number becomes illegible due to honest wear though.
