    Gov. Chris Christie on Monday announced the adoption of a revised regulation that could increase the odds that local law enforcement will approve residents' applications for permission to carry a handgun.

    Democratic lawmakers are vowing to fight it in court.

    The governor's new regulations will allow a chief of police or the State Police superintendent to consider evidence of "serious threats" that are not directed specifically at an individual, but establish "more than mere generalized fears or concerns" when considering a gun permit application.

    While this doesn't change the process for applying for a gun carry permit, it does loosen the criteria under which permit applications may be considered by local law enforcement.

    These new changes, which come after a 60 day public comment period that ended last May, also clarify that a permit to carry a handgun may be issued based on a special danger to the applicant's life that cannot be avoided by other "reasonable" means.

    For more than 45 years, New Jersey has had some of the toughest handgun carry permit regulations in the nation.

    In 1971, the state Supreme Court found that gun carry permits may be issued only to those "who can establish an urgent necessity for carrying guns for self-protection" such as those "whose life is in real danger, as evidenced by serious threats or earlier attacks."

    In 1990, the state Supreme Court clarified that that burden of "urgent necessity" included "specific threats or previous attacks demonstrating a special danger to the applicant's life that cannot be avoided by other means."

    As a result, almost no one outside of retired law enforcement and those employed as armored car guards have been allowed to carry firearms legally.

    The newly revised regulations add "serious threats" to circumstances that
    could demonstrate that "special danger" to the applicant's life. That, at least in theory, it should expand the number of people who would qualify for a gun carry permit.

    Theory and actual application are two different things. Instead of a mere 1,500 people being licensed, 1,501 doesn't really count as an increase.

    The only thing that will cure New Jersey would be either Nationwide Reciprocity enforced by Federal law, or some SCOTUS ruling making most of New Jersey's law unconstitutional. Don't hold your breath on SCOTUS.

    As a long time NJ resident, I agree. This "news" is much ado about nothing. In NJ, getting a carry permit (yea...right) is a 2 step process. First you must get an approval from your local law enforcement chief, then if he/she approves, it goes to a superior court judge for final approval. There might be a few pro-2A chiefs here, but I don't think there is a single pro-2A judge in the entire state. In my judgement, this administrative rule change will do absolutely nothing to increase the number of concealed carriers in New Jersey.

    New Jersey is a lost cause and freedom loving people should leave and let the socialists have their socialist state. When it collapses then it will be an opportunity to clean house.

    I can't stand New Jersey... it's a shame, got some nice affordable houses in some nice neighborhoods.. until you look at the taxes

    Constitutional rights do not require consideration of jack fucking shit. The framework of our founding fathers guaranteed we would never have to prove the need.

    Absolutely not. Very few people in that heap of *&^% respect the Constitution. And the democrats move to sue! Sue for practice of a right!

    That won't cure a thing. As that bill is written, to my knowledge- New Jersey citizens will not be able to carry nationwide because their rogue state will refuse to issue them a permit. Even then- I predict that the rogue states will absolutely REFUSE to comply with national reciprocity- to the point of the threat of seceding.

    The powers that be in the rogue territory of New Jersey have taken the right to keep and bear arms 'off the table' for negotiation. They refuse to allow it- and the people living there refuse to fight it or change it.
