I am sure they are waiting for the day when the shall issue provision goes back to the old show cause and they can take your picture being refused. I truly believe that Philadelphia PD hates issuing every one of the permits they issue to non police. You have to hope that in the future it does not go back. It can with the stroke of a pen. Not only does it seem the city is changing but a lot of Pennsylvania as well. That is why I moved. But it happens here too.

They use it to put your picture on the LTCF when it's issued.

Then why do they require applicant to supply a picture?

I also feel that way sometimes.

It's been a while but I don't recall being asked that before.

The interviewer asked about ANY arrest. Thought they wouldn't do that. Had to tell them about a seatbelt unpaid from 20 years ago in Texas, as well as a 30 dollar pizza joint hot check from 20 years ago that I paid but was arrested for anyway, booked and bailed out. Cleared up the warrant. Wonder if that's going to deny me... all this was 2000, 2001.
Good luck, I think you'll be ok though. I applied 19 days ago and just received my approval letter today. I'll be picking it up tomorrow. Shocked that I didn't have to wait the 45 days.

They asked me about any arrests also. I just got my LTCF in March. They also documented that I had tattoos and asked about unpaid parking tickets. As long as you disclosed everything you should be fine. But this is Philadelphia.
When I went to pickup I had to fill out another questionnaire if anything has changed in my life since applying and if I had been arrested. Good luck and hope you get approved.
