    PHILADELPHIA (CBS) – When Philadelphians had to call for police in the 1960’s, they wouldn’t say “I need a policeman” or “send a cop, quick.” It was, “send a red car.”

    City officers usually rode in pairs and the cars were red.

    That had been eating at Police Commissioner Frank Rizzo. He would often tell KYW reporters who got within earshot that the color red belonged to the fire department.

    Police, he would bellow, belonged in cars of blue. But he couldn’t get his way. Whether because of a nearly 60 year tradition or a budget issue, Mayor James Tate, who was known for a flashpoint temper, didn’t want to hear about it.

    But by 1972, Frank Rizzo took the oath of office as Mayor. His brother Joe was Fire Commissioner. The two saw eye to eye – or at least said they did.

    Within months of Frank Rizzo’s inauguration, the red police cars vanished and the blue rolled in.

    The color change was very simple, Frank's brother was not too bright, so with red police cars, he was always mistaking them for minature fire trucks. Paint police cars blue, no more problems!! Dave_n

    I disagree. Courts have found that "obscene" language when directed at a cop is protected under the 1st, as long as it is not violent or threatening.

    Disorderly Conduct Statutes are so vague that they are often used as a catch all to lean on people that cops feel have annoyed them. As an aside, courts have consistently ruled that giving someone the finger is not a crime, even if it is rude.

    All I got from what the state supreme court's opinion is that a 17 yo can supervise police when the police are on property the 17 yo resides at, and this action by the 17 yo is protected by the 1st A.

    All I can say is, "WOW".

    Associate Chief Justice Charles Johnson, in the majority opinion, wrote that when “individuals exercise their constitutional rights to criticize how the police are handling a situation, they cannot be concerned about risking a criminal conviction for obstruction.”

    This guy reached put to me for advice on an open carry issue. I helped him out the best I could, but didn't seethe video.

    I understand as well as anyone the frustration of having your rights trampled. While it does deserve pushback, this guy is unnecessarily disrespectful.
