    That would be one way to look at it. It's a bureaucracy with a lot of moving parts. The barriers are coming down with the advent of disruptive technologies. Bureaucracy has no feelings, only a mission and mandate to grow in size and power. Rights, all rights are in direct opposition to bureaucracy. Certain obstacles like skill and cost of tools were natural and didn't require attention of the bureaucracy, as these fall, the leviathan awakens and the eye of sauron focuses in on the peon.
