An SKS can NOT Be used for hunting of any game in PA. You can TRY to modify it to the point where it is basically a single shot but whether a game warden will accept that or not is anyones guess.
The accuracy of most SKS rifles is normally pretty poor as well, making them a bad choice for white tail. If money is an issue you can normally pick up Yugo Mausers for less then 150 bucks, they are accurate enough to hunt with out to 100+ yards and shoot an 8mm round which is plenty big enough for anything in the PA woods (just need soft point ammo)
The game commission has no rules for rifles regarding magazine capacity or detachable magazines (hence the popularity of the Remington 740 / 7400 pumps).The first vehicles normally on the scene of a crime are ambulances and police cruisers. If you are armed you have a chance to decide who gets transported in which vehicle, if you are not armed then that decision is made for you.
Be prepared, because someone else already is and no one knows their intent except them.

100+! I'd make that 200+, even further if you have the rifle scoped. My Yugo Mauser produces very good accuracy out to 200 meters with open sights, if I had a scope on it I could probably hit a pie plate(with my abilities) consistently at 300 if I tried.
For less than $100 this man can buy a Mosin Nagant M44, M38, or possibly an M91/30 and get a very good deer gun. It will not have the accuracy of the Mauser, but certainly much better than an SKS, plus it would be perfectly legal to hunt with in PA.

The only modification a warden will readily accept is to see the gas tube removed and the gas port welded closed. renders the gun kind of useless for anything else. If you want an inexpensive solution get a Moisin and be done with it. Plenty good for anything in PA.
