    Or.....or....
The real (and apparently overlooked) link between DOT and LTCF is CPIN and it all started in May 2011.
That's just a guess you know. Or somebody told me or something. I could be wrong.

Who told you that it started in 2011?

Act 66 of 2005 required LTCF modernization compatible with CPIN.

Let's replace "Hey, he has a license to carry!" with "Hey! He's a registered Democrat!".

    See the problem now?

If there is a duty for out of state residents to disclose, there must be a statute for it. Can you please tell us what it is?

Just so everyone understands, there is no actual link between your DL and your LTCF. When an individual is run through CLEAN, there are (5) databases queried, resulting in (5) separate responses. These are: PennDOT DL database, PFA database, CLEAN warrant file, NCIC warrant file, and PA LTCF databse. The actual LTCF information is NOT contained in your DL record. Out-of-state law enforcement agencies are unable to query the PA LTCF database, therefore your LTCF information will not be returned when your DL is run out-of-state.
