HB 641 NEEDS TO BE ADDRESSED!!!!!!!!!!!!
I urge all of you to quickly and politely contact the powers that be and lets get this passed before its to late people!!!!!its been on the back burner for well over 1 year..it will only take 10 minutes out your day to write in on the bill!!!!!

I was there when this bill was introduced, its been stone walled by the anti-gun forces, at every chance - don't even get me started on how its been done ..... by leadership.....
In last session 2005-2006 on the special committee of the whole session in past on voice vote by a huge margin.
I was told by numerous people in both houses it also would pass IF we ONLY get it out of committee for a straight up or down vote, I hope gun owners hold those key Reps accountable for stone walling US for almost two years.

Kim Stolfer just call and wanted me to THANK all of you that took the time to contact the senators on judiciary committee with regards to HB 1845.
It PASSED by a 9-4 VOTE
Voting against Gun Owners were these four senators.
Wayne Fontana – Allegheny
Jay Costa – Allegheny
Michael Stack – Philadelphia
Stewart Greenleaf - Montgomery
As a side note Godshall house amendment for Pa State Police to maintain a registry of lost or stolen firearm was removed, due to heavy lobbying pressure by of all groups, the PSP. The same PSP that has spend over a 130 million dollars keeping an illegal database of gun owners that has caused much harm and cost to gun owners on this forum.
All of the rest of the pro gun amendments passed.
A discovery by PRO- Lawyers that work with us, demonstrated that we have to do a technical rewrite of the actual language of bill with state parks definition of out of state LTCF permits holders has to be completed to make sure that falls into proper definitions of existing firearm laws in UFA.
Thank you to everyone that did your part and made your views known.
Next step is for a FULL senate vote, then to on governor for his signature.

There is only limited number of scheduled days for the end of session with lots of other competing bills trying to get up for a vote as well as our HB 1845
HOUSE: has only 16 days left in session
Senate: has ONLY 9 days left in session
HB 641 was not able to escape the house judiciary committee's bottle neck – most bills die here both good and bad. Most people have no idea of the tremendous political pressure and capital spent here to keep this key bill from every getting a chance for a vote an UP or DOWN full house vote. HB 641 was scheduled several times for a vote in the house judiciary committee before being pulled, I could write an essay here on the ways I know how we got stuffed on this bill, and I don’t know all of them. I along with several people on PAFOA personally talked with some of the key players in Harrisburg , that done US wrong on this bill.
Still…. there are several ways to do an end around this bottle neck at either house or senator judiciary committee’s levels. Usually used against gun owners
One way is to attach a bill to another bill by the amendment process; this is what happened on HB 1845 when the other listed bills could not escape the judiciary committee bottle neck. We got some of ours attached as amendments to HB 1845, the anti-gunners also tried to attach their anti-gun amendments that the many pro gun legislators and (thanks to lots from PAFOA) gun owners active involvement prevented getting passed it passed in the house. I also know some of the hows and whys HB 641 was not included as an amendment to HB 1845, another long story.
Note HB 1235 did get through the house process passed house vote 197 to 6 against but was blocked at the senate level so WE got it as a attachement on HB 1845. Several PAFOA member really have a need for this one with all the problems of the PICS denials.
The only problem with the (end around) amendment process is that it can ONLY be attached to a similar bill. For example you can not attach a firearm related bill to a bill about casinos or school bill or a tax bill unless it directly relates to the existing bill language.
So there is currently no desire to bring HB 641 to the house judiciary committee by key people blocking it since its introduction. Even IF there was in the remaining time left for it to clear all the legislative road blocks in both house the chances of it getting done WITHOUT any opposition in the few remaining days scheduled is about ZERO.
I don’t like my next statement.
It’s at the point in this 07-08 session to get what we can get and try again next session or GET NOTHING.
As a unpaid volunteer, I have along with many others have spent many weekdays and all the expenses spent traveling to Harrisburg in the 2007-2008 session trying to help get pro-gun bills enacted. Not counting so many hundreds of hours researching, working on position papers and trying to get the average gun owners to help out by spending some of their time to get some of there rights back through the legislative process, the same way they were taken from them.
WE have tried for the last several legislative sessions, All of this century and part of last to get a bill like HB 641 up for a vote and all the way through the legislative process to a governor desk for a signature or a rejection. I am NOT giving up, lots of others are NOT either…..
I hope this answer your question of what I said "WE are flat out of time" was the short answer. With Only 16 days left in house and 9 in senate and any bill not enacted into law dies at end of session. HB 641 was one of the reasons WE were in harrisburg on May 12, 2008 to personally address its coming up for a vote with key people in leadership from both parties.
If you want so more reading about all the pro and anti-gun bills pending in Harrisburg, plus all the negative effects on gun owners they could have.
Don't worry many of those same AG bill will be re introduced next session with new numbers hopifully without more AG reps being elected or relected because of lots of gun owners that don't bother to even to vote or bother to do there small part to help get pro-gun people elected to office.

There is a excellent referance letter written by a friend of mine posted there to lobby for passage of the castle doctrine HB 641.
I also know for a fact IF WE could could have got this bill for a straight UP or DN vote it would have passed both houses by large numbers. I know this from talking directly to so many Reps at the captial, so does the anti-gunner know this as well, hence the reason for the political games played on gun owners
