Police say Jesse Le Scott Gregory entered two homes on West Campbell Loop early Sunday morning

A 25-year-old Baker City man who entered two homes on West Campbell Loop early Sunday morning was held at gunpoint by the homeowner at the second residence while he and his wife waited for law enforcement officers to arrive.

Jesse Le Scott Gregory, 25, of 1450 13th St., was cited on two counts of first-degree trespassing and one count of third-degree criminal mischief. He was taken to St. Alphonsus Medical Center in Baker City for treatment of scrapes and cuts on his right arm and further evaluation, said Sheriff Travis Ash.

District Attorney Matt Shirtcliff said he will be reviewing Sheriff’s Department reports to determine how to proceed with charges.

Sheriff’s Sgt. Craig Rilee first was called to the home of Dave and Karen Lewis who had reported that a man had entered their home about 4 a.m. Sunday.


Dave Lewis said Tuesday that he was awakened by the sound of a crash that he at first thought was coming from outside. He soon determined the sound was made by a person who was in his house.

After checking on his wife, Lewis began to investigate further and found a man in the bathroom.

“I said ‘what are you doing in my house?’ ” Lewis said.

Gregory responded that he was looking for Corey.

Lewis informed the man that Corey was not in his house and that he would have to leave. Lewis said the young man put his hands up, turned and went slowly out the door.

Lewis said he never felt threatened by Gregory, who left a trail of blood through the house and on the window of the front door. Gregory apparently had shattered the door’s nearly full-length window to gain entry, Lewis said.

“He was really confused, disoriented and made some pretty bad choices,” Lewis said.

Gregory left the Lewis home and traveled east to the next house, which sits on the south side of West Campbell Loop and is the home of Tork and Wanda Ballard.

Wanda said Tuesday that she also was awakened by a loud noise that sounded like an animal or something was in distress.

“Our bedroom window is by the front door and I thought there’d been a wreck and somebody needed help,” she said.

She awakened her husband, who she said sleeps with earplugs to muffle the sound of her loud snoring.

“I got him awake, and he grabbed a gun and went to the front room,” she said.

There Tork Ballard found Gregory lying on the couch with a blanket pulled over him.

Gregory entered the house through two unlocked back doors, walked past the Ballards’ bedroom door and into the bathroom, again leaving a trail of blood throughout the house.

Gregory had wrapped his arm in a towel and then laid on the couch where his mournful noises became “really, really loud,” Wanda said.

Like Lewis, Tork Ballard asked Gregory what he was doing in his house as he poked him with the .22-caliber rifle he’d taken with him to confront the intruder.

Gregory put his hands up, two or three times saying “I’m good. Everything’s OK,” as Tork Ballard held him at gunpoint, Wanda Ballard said.

She noted that the young man was very lucky “to make it through two houses in Eastern Oregon and not have some lead in him.”

Everything happened so quickly from the time the Ballards realized that they had an intruder in their home to the time that Sgt. Rilee arrived. Rilee drove to their house from the Lewis home just up the road while Wanda was still on the phone with the 9-1-1 dispatcher, she said.

“It takes a little bit for you to realize that this person is seemingly harmless,” Wanda said of Gregory, as she wondered how things might have gone if she’d been home alone.

“We have guns, but we don’t necessarily want to shoot someone,” she said. “But if you provoke me, I will.”

Sheriff Ash praised Tork Ballard for his actions.

“Tork did everything right,” Ash said. “The most important is to call 9-1-1. He held (Gregory) there and he was cooperative, which was great. Fortunately, nobody was seriously injured.”

No charges to be filed in fatal Bandomo shooting

The Clay County Attorney's Office announced Wednesday, charges will not be filed in regards to the Sept. 1, 2017 shooting death of Nicolas Bandomo.

At 12:39 a.m. Sept. 1, 2017, the Clay County Communication Center dispatched emergency personnel to 819 E. 12th St. in Spencer for a gunshot victim. When personnel arrived on scene, they located 30-year-old Bandomo of Albert City.

Bandomo was transported to the Spencer Hospital and later transferred to Avera McKennan Hospital in Sioux Falls, South Dakota where he died.

An investigation conducted by the Spencer Police Department, Iowa Division of Criminal Investigation and Clay County Attorney's Office determined Bandomo illegally gained entry into the occupied residence of 801 E. 12th St. in Spencer. On the date of shooting, Bandomo was prohibited from making contact with the residents at the home by multiple protection orders. Andres Ramos, 26 of Sibley, fired a single shot, striking Bandomo while Bandomo was inside the residence. Bandomo fled the residence to 819 E. 12th St., where emergency personnel found him.

The investigation concluded that Ramos was justified in using deadly force against Bandomo under Iowa law.

For a period of time on the Friday morning following the incident, multiple homes on the north side of East 12th Street -- from 801 to 819 -- were lined with yellow police tape as the investigation into the shooting death continued. By early afternoon Friday, the block of police tape had been removed with the exception of the residence at 801 E. 12th St. where the tape remained in place, and the law enforcement presence was centered.

In the eight months prior to the shooting, the deceased had been arrested and had multiple charges filed against him for violation of a no contact order on Aug. 14, 2017; domestic abuse assault on June 28, 2017; violation of no contact order on June 27, 2017; domestic abuse assault with intent to inflict serious injury and violation of a no contact order on March 1, 2017; and a domestic abuse assault impeding flow of air/blood and violation of a no contact order on Jan. 29, 2017.

This information is being released by the Clay County Attorney's Office, Iowa Division of Criminal Investigation, and Spencer Police Department.

Off-Duty Border Patrol Agent May Have Acted in Self-Defense in Fatal Shooting

An off-duty Border Patrol agent suspected of fatally shooting a 33-year-old man over the weekend in El Paso, Texas, may have been acting in self-defense, a spokesman told the El Paso Times on Thursday.

Police were called to an aggravated assault at 4:30 a.m. Sunday when they found Juan Daniel Jacques shot to death.

Authorities identified the agent as Luis Chavez, who has not been arrested but is under investigation by the El Paso County Sheriff’s Office.

“The exact details of this case are still under investigation,” sheriff’s spokesman Luis Chavez said. “We are investigating all motives of this homicide, to include the possibility of self-defense. No arrests have been made as of yet.”

Border Patrol leaders also are investigating to determine whether administrative action is warranted against the agent.

Shooting in North River Shores still under investigation

MARTIN COUNTY — A shooting incident last week in the North River Shores community remains under investigation as sheriff’s officials work to get a better understanding of what occurred, officials said Tuesday.

Joseph Lee Marcum, 27, of West Palm Beach, told deputies that he shot a man while working on a construction job in the 900 block of Northwest Sunset Terrace, according to a statement from the Sheriff's Office. Deputies received the call of a shooting about 12:15 p.m. Friday.

Eduardo Figuero Bello, 55, also of West Palm Beach, was injured and flown to a hospital. Bello is thought to have been in the area to make a delivery.

Sheriff’s Lt. Michael Dougherty on Tuesday said there was an altercation.

“We understand that one party had a gun, the other party had a knife,” Dougherty said. “Right now we’re trying to get to the root about what actually happened. Who was right, who was wrong, who was legal in what they did, and who wasn’t.”

Dougherty and sheriff’s Capt. John Cummings said the incident remains under investigation.

Meanwhile, Bello’s condition improved from critical to stable, according to sheriff's officials. Deputies have not been able to interview him.

Marcum has a valid concealed weapons license, Cummings said.

Cummings said a handgun was recovered at the scene.

“I don’t think it was in any one particular person’s possession at the time we recovered it,” he said.

Cummings said multiple shots were fired, but did not provide an exact number. He said a projectile is believed to have struck a house but said no one was hurt.

He said it’s possible no arrests will occur.

“You’ve seen the Florida 'stand your ground' laws,” he said. “Until we hear all the circumstances and interview all the witnesses, time’s kind of on our side.”

He said investigators must talk to all witnesses and review all available information.

“We’re going to do it as thorough as we can and then present it probably to the State Attorney’s Office and see where we go from there,” Cummings said.

It was the second shooting in as many days on the Treasure Coast. Lazaro Gonzalez Torres, of Vero Beach, was killed Thursday in St. Lucie County at Stewart Mining Industries off Indrio Road.

Concealed carry holder fires gun at Loop restaurant, person in custody

SUN-TIMES MEDIA WIRE - A concealed-carry permit holder fired a gun Friday night at a restaurant in the Loop during a struggle with another person.

The 35-year-old permit holder was involved in a disturbance with a male who was asked to leave the restaurant about 5:10 p.m. in the first block of East Adams, Chicago Police said.

During the struggle, the pepper spray container that the 35-year-old was carrying fell to the ground and the male he was struggling with picked it up, police said. The man with the concealed-carry permit then fired a shot, but no one was struck.

Police said the male who created the disturbance was taken into custody and charges were pending.

Area Central detectives were investigating.

Jury decides moose kill was self-defense

PINEDALE – After a one-day trial in state court, six jurors returned a verdict of “not guilty” for Chauncy G. Goodrich of Pinedale, who testified he shot and killed a young bull moose in self-defense.

Goodrich, who lives along Pine Creek on Willow Lake Road, was charged with the high misdemeanor of illegally taking big game, a moose, without a license on July 24, 2017. Wyoming Game and Fish’s Pinedale wildlife supervisor John Lund and wardens Bubba Haley and Jordan Kraft investigated the moose kill after Goodrich texted Haley about his actions, they testified.

They would decide to kill a moose as a last option, only after seeing for themselves that it was aggressive and too dangerous for public safety, they stated. Goodrich’s defense as laid out by private attorney John LaBuda was that he feared for his wife and daughters’ lives as well as his own, after hazing the same bull moose away from property on numerous occasions.


“Protecting your family and protecting yourself is still what this case is all about,” LaBuda told the jury, commenting numerous times about “the government’s perfect world” not being “the real world.”

Sublette County Attorney Clay Kainer argued that Goodrich could not claim self-defense as he chose to pick up a loaded 7-mm Magnum rifle and chase the moose on July 24, as it foraged in willows about 100 yards from the home – in effect forcing a confrontation.

“This was not an act of necessity,” Kainer told the jury. “It was an act of frustration; it was an act of fear.” Goodrich testified that the moose had charged and chased him and his wife into a tipi on their property in April 2016, circling the canvas tent as he “horned” and pawed at it, then chased Goodrich to his plow truck that he used to chase the animal off his property. He and his wife Angela described how they feared for their lives and the lives of their two young daughters with this one very aggressive moose that kept returning to their property.

Goodrich testified that he used up nonlethal rubber bullets given to him by Haley a year earlier. He said using dove shot, or lead pellets, was effective at hazing away the moose, but he had run out.

The bull moose bedded in a grassy clearing between his home and that of his friend and neighbor Dennis Schroeder. The animal was hazed past there, almost to Pine Creek, when it turned, and Goodrich killed it with one shot to the chest at 70 feet, after it lowered its head and began to charge him, he testified.

After testimony from neighbors, game wardens and the Goodriches, and closing arguments from LaBuda and Kainer on Jan. 17, the jury of six deliberated about one hour and 15 minutes and returned with the “not guilty” verdict.

Victim shoots, kills robber in West Memphis

West Memphis police are investigating a shooting at Sunset Inn.

The incident happened around 6 a.m. Saturday morning on Martin Luther King Drive.

The robber approached the victim at gunpoint, and a struggle followed.

During the struggle, the victim shot the robber who was pronounced dead on the scene.

Police say the shooting appears to be justified.

The identity of the robber has not been released.

The West Memphis Police Department issued a statement in response to the shooting.

“This is a terrible tragedy in which a young man lost his life this morning. We hope that anyone who entertains the idea of committing a crime like this takes the time to realize the tragic consequences that can come out of it. In these investigations we have to also protect the rights of our citizens to be able to defend themselves when presented with a deadly threat such as this.”

Young was robbed on M Street around 7:45 p.m. The suspects made off with his cell phone. WUSA9 reports that Young grew up in Baltimore, Maryland, and, until being robbed in D.C., never saw the need to get a gun, much less carry one. He indicated that “he’s been in some bad places in his life and nothing happened to him [in those places] … [so] he assumed things would continue to go that way.”

But that mindset changed abruptly when he stood helplessly as one of two suspects pointed a gun at him and demanded his valuables. Young said, “Terrified. You know, when I talk to people about this … you’re scared. There’s no man card involved. I was defenseless.”

He now says he will not allow himself to be in that defenseless position again: “When you’re in an instance where there’s a gun is pointed at you and your life is being threatened for your property and no one’s going to help—and now I know that no one’s going to help—I want to feel more secure. I want to feel safe, and I have something to defend myself with.

As for people who continue to oppose concealed carry, Young said, “I think a lot of those people who are opposed to having a conceal carry permit and being able to own a weapon have never had one pointed directly at them when they have nothing on them.”

Shooter Claimed Self-Defense in Deadly Central Lubbock Confrontation
LUBBOCK, TX - A police report quotes one person as saying a deadly shooting in the 2900 block of Vicksburg Avenue Saturday was self-defense.

Police did not use the term “self-defense” in a press release a few hours after the shooting, but the police report quoted the man who admitted to firing the shots.

No names were listed in the public copy of the police report Sunday morning. Police were called to an apartment at about 4:20 a.m. Saturday.

The first officer on the scene wrote in the police report, “I asked who was shot and who had fired the weapon. [A man] stood with his hands above his head and advised [the person who was shot and killed] had broken into the apartment and [the man] shot him in self-defense.”

“I observed [the dead body] to be face down with his head toward the far bedroom wall. I checked but did not detect a pulse,” the police report said.

“I observed several empty shell casings laying on the bedroom floor,” the police report said. “I observed a silver semi-automatic hand gun laying on the bed. I left the handgun undisturbed for detectives to collect upon their arrival.”

Initially, the shooter was placed in handcuffs but later the handcuffs were removed. He did not want to answer questions from police at the scene until he first talked to a lawyer. The police report does not say if the shooter agreed to answer questions later.

A woman inside the apartment witnessed the shooting and police tried to ask questions but she was described as hysterical. The man who was shot was described in the report as the woman’s ex-boyfriend. The man who fired the shots was described as the woman’s current boyfriend.

YCSO: Homeowners shoot, kill man who drove onto property

CHINO VALLEY, AZ - Yavapai County Sheriff's are investigating a shooting incident which left one person dead in Chino Valley.

In a release, Sheriff's say deputies responded to a "shots fired" call at a home near Yuma Drive and Road 3 around 8:45 p.m. Saturday night. When deputies got on scene, they found a 59-year-old man inside a pickup truck parked on the property who had been shot.

Emergency responders later arrived and confirmed the man had died, officials say.

Investigators interviewed two men and other witnesses for several hours and collected evidence Sunday morning after a warrant was served.

Based on the evidence and statements given, investigators believe the man in the truck drove onto the property unannounced and became stuck in the garden. When the two 48-year-old men approached to check on the driver, the driver fired at least one shot. Both men were armed, deputies say, and fired back at the driver, killing him.

YCSO does not believe the people involved in the shooting knew each other.

Officials say self-defense is a factor in the ongoing investigation and no arrests have been made.

The identity of the driver has yet to be released, pending notification of their family.
