Default Reference check for LTCF application

Now, I already have my LTCF and it doesn't expire for a couple years. But I would like my wife to get hers. So I was reading on the Snyder County Sheriff's website and there is a question and answer section found here. While I have issues with some of the responses, my question lies in the first question:

Q: How long will it take to get me PA License to Carry Firearms?

A: Provided that you pass the background check, you should receive your PA License to Carry Firearms in the mail in approximately one week. If the application is considered new, we will process your application as soon as the two reference letters are returned to us. This could take anywhere from a week to a month. It depends on how fast your references complete their reference letters and send them back to us.
Doesn't the PA law require that the sheriff make a decision within 45 days? So if the references never send back their reference letter, the sheriff is required to approve or deny the application in 45 days. And he can't deny it if it doesn't meet the criteria in the UFA.

Just curious what everyone's thoughts are on this.

However, there's no mention of reference letters from third parties in Section 6109. If there's nothing bad in your background, you're good to do. Oh, reference letter didn't come back? Gee, there's still nothing bad in your background.

Sheriff refuses to act because reference letter didn't come back? Time to file a writ of mandamus. Sheriff denies because reference didn't come back? Time to appeal denial.

In Westmoreland...you can only be denied IF a reference letter is returned from one of your references! References are instructed to return the letter only if they feel the applicant should not be allowed to carry a concealed weapon for any reason! (So chose your references wisely! LOL)

You have it bad in your County in Lycoming county you need 3 name and contact info and you can pick up your permit in a couple of days. Or in some cases if you know the sheriff you can get it on the spot.

York co. didn't call my ref.'s.
A co-worker from Adams had our employer called.

York has changed sherriff's since then.

In Philly you need two reference forms filled out when you apply or you will be denied and forfiet your application fee.
