    Default Non-PA resident TCF in Bucks County?

    I travel to PA a bunch and would like to get a LTCF as a non-resident. Is the sheriff of Bucks County accommodating?

    This sounds contrary to the LTCF statute, but Bucks County has this on their website:

    BUCK’S COUNTY ONLY ACCEPTS APPLICATIONS FOR NON-RESIDENTS THAT LIVE IN A STATE THAT HAS RECIPROCITY AGREEMENTS WITH PENNSYLVANIA AND HAVE A CARRY PERMIT WITH NO RESTRICTIONS FROM THE STATE THAT THEY RESIDE IN.

    The PA State Police website says:

    Individuals who are 21 years of age or older and are NOT Pennsylvania residents may apply for a license by submitting a completed Application for a Pennsylvania License to Carry Firearms to any Pennsylvania County Sheriff’s office along with the required fee. A Pennsylvania license cannot be issued to a resident of another state who does not possess a current license or permit or similar document to carry a firearm issued by their home state if a license is provided for by the laws of that state, as published annually in the Federal Register by the Bureau of Alcohol, Tobacco and Firearms of the Department of the Treasury.

    So in summary; Bucks says no matter what you have to have a license/permit from your home state AND that state has to have a reciprocity agreement with PA in order to get the PA LTCF from Bucks, the PSP says if your home state issues such a thing you must have one in order to get a PA LTCF. Since most states do in fact have one (I think Vermont does not), even if they are nearly impossible to get (like NJ) you're pretty much going to need a home state license first.

    Do you have a license/permit from your state of residence?

    You list Philly yet you want a non res ltcf.

    So in other words they only issue to NonResidents that do not need the permit.
