    I don't necessarily think that the gun shop is blowing smoke. They have probably had some local instances where someones firearm was confiscated by the police. While, legally, they shouldn't be allowed to take it if is doesn't show up in their "not a database", I am sure it happens from time to time.

    There is also the possibility that a customer of theirs had guns confiscated, but there was more to the story than just not listed in the non-database.

    Plain and simple and we all know it, the ROS that the State Police maintains is an illegal registry of firearms. It may not be complete and those are the weasel words used to maintain this illegality but it is a registry none the less. Lets all be honest.

    Even if partial or an incomplete database; if they are using it as such (a registry of sorts), then it is what it is. The PA Supreme Court be damned. The legislature stated that once a background is passed in 'x' days all data is to be destroyed. Legislating from the bench is our downfall in PA.

    How do they find out about the gun and get the serial # ?

    The guns are found when they are either fully observed, partially observed or the driver or occupant offers that they are carrying one. Supposedly LTCF info is accessible by running the DL (I have yet to personally see this) so that is another possible source.

    The serial number is obtained when the officer properly or improperly takes hold of the gun.

    Are screw drivers part of the duty belt? The officer would have to take off my Hogue grip to see the serial on my SP101

    I have a very nice Leatherman on my belt, I am sure something would work.

    On a semi serious note, many Philly cops today would not know how to manipulate a revolver.
