Narrowed my options to PPQ 45, M&P45, or Ruger American 45
Which one would you get, and why? I'm considering all factors, including price (and the fact that the PPQ will require me to replace the mags with 10-rounders because I'm moving to CA soon).

Of those, the PPQ has the best trigger (it's not even close), and the best grip (though the M&P .45 has a nice grip too, maybe a tie there). Main downside will be aftermarket support.
As far as the cost difference, the way I look at it, you're gonna shoot the gun a lot (or at least you ought to!). Any up front cost difference in the gun itself will be a drop in the bucket.

I'm biased, as I own M&P45.
They fit my hand the best.
And that's HUGELY important in my eyes, as trigger on M&P45 can be modified to like that of 1911(Apex), but gun not fitting my hand is almost impossible to fixAudemus jura nostra defendere

P P Q
I have one, first Walther I have ever owned and I love this gun. The trigger is very quick and I like the grip pattern. The sight picture down the slide seems odd at first, but I swear it is better in terms of acquisition compared to the traditional rectangle.

Good choice on the Walther PPQ. The other choices you listed can't come close to the Walther quality and performance. I also have a PPQ M1 9mm. My buddy has the VP9. Both of us like my PPQ better.

Re: Narrowed my options to PPQ 45, M&P45, or Ruger American 45
I'm probably one of the biggest HK fans on this forum... Honestly, I have to say the PPQ trigger is noticeably better than the VP9. The VP9 does have a more configurable grip, but it's up to you to decide if it's a *better* grip.
Personally, for HKs, I much prefer the USP series to the newer P2000, P30, or VP9 series, the main reason of which is the trigger. It's a more configurable trigger (converts between DA/SA and LEM DAO, options for safety and/or decocker), and it's a better feeling trigger than any of those newer guns, especially when outfitted with a properly adjusted Match trigger (a crisp break that is almost reminiscent of a 1911). It also has a common ancestry with the Mk23 pistol, so you know it's one tough, reliable handgun.
The VP9 may be HK's most popular handgun. But the USP is really one of their best.
