    Now - if I had an AR-15, I would ABSOLUTELY integrate it into my own Halloween outfit, absolutely. But it would not only make more sense, it'd also not be used or intended to scare anyone, and I would likely find a way to make sure it was slung almost all of the time.

    Open carry is legal, and so is wearing a costume. There is nothing to suggest that the open carrier intended to cause harm or catastrophe. Being 'scary' is a well accepted tradition on Halloween. There haven't been enough incidents involving masked people with rifles causing problems outside of Hollywood and banks to justify any unusual response.

    Charging the man is ridiculous.

    It's also legal to walk through a housing project at 2am on a summer Friday night. There may be some unintended consequences though and I wouldn't recommend it.

    It may have been stupid but it wasn't illegal.
