Yes after they have completed required training and their range training.. PA Constables are covered by LEOSA but to carry out of state they need the firearms training card. Or so I have been instructed


Also local laws concerning Mag limits and Ammo still apply!! Just being covered under LEOSA does not make it legal when stopped in NJ with a 20 round mag full of hollow points.

As stated earlier the HP issue was addressed and changed changed in 2010, they are legal to carry under LEOSA.

What if you're a Constable or Deputy Constable? Technically you fall under LEOSA (which County Sheriffs and Deputy Sheriffs do not, unless they're from Allegheny County), but your duty/qualified handgun is your personal handgun.

Out of curiosity why don't Sheriffs or Deputy Sheriffs fall under LEOSA?

As I understand it Sheriffs have booking authority but not arrest.. and Constables have arrest and not booking authority. It is the arrest authority that drives the LEOSA definitions
Allegheny County Sheriffs have both. I am talking about arrest without warrant, like on the spot.

There is no qualification card requirement for constables. As long as they are active, I believe they have to qualify every year just like active LEO's. Active LEO's do not have to carry any kind of qualification documentation. The only requirement is that within the past year, they qualified with their weapon.

Municipal police in PA have statewide arrest/legal authority, 42 PaCS § 8953.

They should carry the same thing active LEO's are required to carry; Photographic ID from their department or whoever certifies them as constables. A badge means nothing.
