    Yes, if they are qualified/certifed under LEOSA. The retired officer must get a photographic ID from their former department and then qualify on a course of fire. They then must carry the photo ID along with the documentation that they have qualified on the course of fire. Just being a retired officer does NOT grant your LEOSA coverage.

    LEOSA was originally signed in 2004.

    In 2010, LEOSA was amended to include ammunition (hollow points) not banned by NFA.

    In 2013, it was amended again to add military and civilian LEO's employed by the government to LEOSA coverage.

    5. How do you buy handguns, including bb, pellet, and black powder handguns?

      Download Form A Permit to Purchase a Handgun must be completed on each handgun transferred in this state. It is the responsibility of the seller of the handgun to ascertain that the buyer has a valid Permit to Purchase a Handgun and one additional form of identification. The information on the Handgun Purchase Permit must match the identification of the transferor. ( i.e, name address, DOB, sex, etc.) The permit must be completed by the seller and buyer. It is the responsibility of the seller to forward the copies to the appropriate authority. Instructions are printed on the permit.
    6. When is fingerprinting required?

      Individuals must be fingerprinted when applying for a Firearms Purchaser Identification Card or a Permit to Purchase a Handgun.
      An individual seeking a Permit to Carry a Handgun must be fingerprinted upon the initial application and each subsequent renewal.
      Fee - $57.50 current fee for fingerprint submission. This fee shall be paid directly to MORPHO TRAK at the time you schedule your appointment for fingerprinting. Additional information can be obtained from your local police department or nearest New Jersey State Police station.

    There is if you want to own a handgun as you need a permit for each and every one which entails a full background check by the police and state police evertime filling out the same paperwork you do when you get your FID card for long guns. The only difference is you check hand gun box and you can request up to 6 permits now due to the one gun a month law. Each permit is good for 90 days and can be extended once if I remember correctly. I have a entire filecabinet full of them if you would like to see.

    Are PA State Constables able to carry in NJ/NY? Are they covered under LEOSA??

    Yes, they are covered. The arrest of a PA Constable in NY was one of the first challenges to LEOSA.

    Yes after they have completed required training and their range training.. PA Constables are covered by LEOSA but to carry out of state they need the firearms training card. Or so I have been instructed


    Also local laws concerning Mag limits and Ammo still apply!! Just being covered under LEOSA does not make it legal when stopped in NJ with a 20 round mag full of hollow points.
