Update to this topic,
In response to the NJ State PBA's publishing guidance on LEOSA in NJ this past summer, the AG's office issued the following,

Being retired from NJ and living PA I called the NJ State Police Firearms unit LT in charge. He said I am okay to carry in NJ under LEOSA, but hollow points would land me in Jail. He didn't agree with that, but the Attorney General dosn't care. The LT also agreed with me that NJ's ban on hollow points would not stand up in court, but who wants to be the test case?
Also the magazine capacity is now 10 rounds. Retired NJ cops (living in NJ) can use 15 round mags, but must register the magazine with the state police.
We hold these truths to be self evident, that no government ever spent its way out of debt, nor taxed its people to prosperity.

also depending on which den of thieves you get caught carrying in, you'll still get jacked up, LEOSA or not.

As I read the dictate by the PRNJ AG, it pertains to RLEOs residing in PRNJ....not transient RLEOs. Perhaps I am wrong. Nope. Re-read it. It pertains to New Jersey residents.
If PRNJ leos are being trained to arrest all persons carrying handguns loaded with hollow points, then as a practical matter, it's not a mountain I would elect to die on....it being in a foreign state.
Ergo, thanks for the post. My take....to fight a false arrest in the state the false arrest occurred is probably not going to turn out well. I already purchased two 10-round mags for my Glock for my occasional sorties. Guess I'll now be loading them with RNFP.
I noticed that in a post way back, it was stated that a retired officer acquiring LEOSA license must carry the handgun s/he trained/qualified with. NOT TRUE.
My trainer keeps a record of what gun(s) were used to qualify and he believes it is a requirement to carry the type trained with. To make him feel better, I train with both semi-auto and revolver. But nowhere in the LEOSA law is there a requirement to carry only the gun used to qualify, or a type restriction.
This misunderstanding comes from individual departments and sometimes counties requiring their active duty officers carry the firearm they trained with during training provided by the department while on duty, which comes from court cases wherein attorneys made much of "other", "unfamiliar" guns used. It is a silly concept but, unfortunately, works because non-gun juries do not understand that proper sight alignment and proper trigger control is universal.Last edited by Bang; November 20th, 2018 at 04:35 PM. One can always load Fort Scott defensive ammo..
Also a NJSP Trooper told me Hornady Critical Defense do not meet the true definition of hollow point and can also be loadedRetired US Army

Thinkin the same ^^^^ I already have it in my P3AT and second magazine, which i always have on me. When i take my Glock, it's actually a second gun.

That memo is for NEW JERSEY retired LEO’s, not out of state LEO’s covered by LEOSA.
Out of state LEO’s covered by LEOSA can carry hollow point ammo. NJ does not get to pick apart the Federal Law to suite their tastes. If they chose to ignore the HP Amendment to LEOSA, then they could ignore the whole thing.
I’ve been going to NJ for many years, attending LE training at IALEFI seminars. This topic is discussed frequently and th only thing that is true, is that NJ retired officers cannot carry HP. Any other LEO, covered by LEOSA is authorizes to carry HP.
There is also another amendment in the works for LEOSA addressing the magazine issue and a few other things.

As far as qualifying with every handgun you want to carry under LEOSA, you are correct.....it is not required.
However, I have an email from PSP claiming that “type” means revolver or semi, or semi’s with different controls; Glock vs Sig.
All of this is in direct conflict with LEOSA, but the big wigs at PSP think differently.
