    IMO, yes. The ordinance noted imposes fines and/or imprisonment for violation, so even the "they can make "rules" about guns, but not "regulations"" crowd should agree with me (I think).

    If it's an ordinance, then it's "regulating" the lawful carry of firearms, by anyone's definition.

    Of course, that doesn't mean that a fine wouldn't be upheld by a DJ, or even in the wrong Common Pleas court, particularly if the defendant represent himself or hires an idiot.

    But since you haven't been burdened with a fine or criminal charge what's the harm?

    Only government gets to break the law, and place the burden on the citizen to prove otherwise.
