ATF Reclassifies Wetted Nitrocellulose as HIGH EXPLOSIVE Under Federal Law
The BATFE has once again changed industry rules with no comment period or warning.
Wetted Nitrocellulose is the bulk transported form of a key ingredient to smokeless powder. If powder manufacturers and shippers can't IMMEDIATELY comply with the new new rules, then military and civilian ammunition production in the United States may be greatly curtailed. See the article-

My read....manufacturers and shippers will need to obtain licensing to do so. Costs will be passed on to the commercial consumer and to the taxpayer in military needs. Did I miss something?
