    Angry Gunsmith Reporting Requirements ???

    This question is posted to settle a spirited conversation.
    Is there a Pa law that requires persons working as a gunsmith to maintain (for years) the ownership information on all guns given to them for repairs or other work?

    Federal law requires that all FFL holders must keep a log book of all firearms received and sent out. By law gunsmiths have to have a FFL to work on firearms. The logbooks can not be discarded for I believe 20 years. If the shop goes out of business the logbooks and paperwork are all sent to the ATF. Hope this helps.

    I recently had a gunsmith call me to follow up on a repair. It seems the ATF had visited and found that he did not log out the shotgun when I picked it up. The call came about a year ago. The repairs were completed 15 years before that.

    Mason Arms is correct, you have to maintain a disposition book with all firearms worked on logged in as well as a valid ID from the owner.

    There is one exception, if a firearm is worked on and returned the same day 'while you wait' thge log in is not required, ATF recommends you log the info, but its not a requirement. (Unless they changed the regs recently on this.....) Personally, I log everything, better safe than sorry.

    If you look at the ATF website, it (they) say to be a gunsmith you need to have an FFL. This is a lie! If you are in PA, and only work on rifles and shotguns (long guns), not “PA Firearms”, from PA residents only, you can work without any license or records. If you work on handguns or anything from out of state then an FFL is required, as well as all of the record keeping required.

    This is incorrect, the firearms worked on are not the issue. The issue is if you charge money for gunsmithing work you need an FFL. There is also a PA State Firearms Licence if want to buy and sell guns, you must have one to access PICS.

    You may be thinking of the FFL required for example to sell handguns to someone in Maryland or Connecticut, if an non FFL holder sells a handgun and ships it to a person outside PA you could be in a world of hurt if caught.

    I dont like any of these rules, I think people should be able to buy and sell their property to whoever wherever, but its not up to me. I follow the regs, its better than prison.
