Re: Magazine capacity
Sure. you can, just need to limit mag capacity to meet regs. Should make a good varmint gun.

Re: Magazine capacity
I don't believe there are any magazine capacity limits for bolt action rifles. What are you planning to hunt? If deer, a .223 is a little light, make sure you are using a heavier bullet up to the task.

Re: Magazine capacity
If 15 rounds is not enough to carry in your bolt action consider the Vietnam era 20 round AR mags. They are a lot more compact. The 30's will be heavy and get in the way on a hunting rifle.
Slightly OT but you should reconsider hunting deer with a .223. Yes it works for some but it is marginal at best. There are too many $300 bolt rifles in .30 cal to even consider it.

Re: Magazine capacity
There is no magazine capacity limit on a bolt action hunting rifle in PA.
.223, particularly with modern loadings, is more than adequate for PA Whitetails.
I would stick with 10 round magazines.

Re: Magazine capacity
Hornady American Whitetail http://www.hornady.com/store/223-REM-60-GR-SP-AW/
or Barnes Vor-tx https://www.midwayusa.com/product/17...free-box-of-20
should do the trick. I really like the performance of the Barnes stuff, but it is typically pricier.
You want something that will hold together on impact, either of those would do that, although there are certainly others. If I were you, I would try to keep the shots to broadside aiming for the lungs.
