    You can't carry in most hospitals nowadays because they say you can't. The mental health patient issue is separate, just as the facilities for such are separate, secure facilities (you can't get in unless they unlock the door for you, and you can't get out unless they unlock the door for you.

    Carrying in DOC and psych facilities are covered by law, but hospitals are not.
