Default Super Secret Facility in Altoona.

At the corner of E. Chestnut Ave. and Juniata Gap Rd. there's a mysterious facility surrounded by a double fence topped with razor wire. The kids at PSU have all kinds of theories, but none sound feasible to me so I've scoured the innerwebz and cannot find out what goes on that place. I was wondering if anyone knows what this facility really is.

Could this be an annex of the famous "ungawa's basement" I've read about in so many threads?

    It's likely an IRS location.

Any idea who owns the facility?

Any vehicles in or out? If so, markings? fed.gov or PA state plates?

Are they doing anything with the soil?

Very mysterious. Bing maps shows this truck, which appears to say Police on it. But I don't know if it is the Altoona pd paint scheme.

I've seen vehicles come and go from the place, but no marked LEO cars, black SUVs or Crown Vic's. Vehicles enter via a sliding metal gate that's bordered by concrete walls with a guard in a concrete tower controlling access. A DHS Fusion Center seems like it would fit the profile, but I can't find any confirmation that there is one in that location.
