unclejumbo wins the prize. It is a firearms training center, used by all sorts of federal agencies such as Homeland Security, DEA and others. The long building is indeed an indoor shooting range, with a huge bullet catcher at one end and all of the ventilation and lead recovery apparatus the feds want. Not sure how it ended up in Altoona, but I guess it works there as well as anywhere.

The facility sat empty for a few years when the Reserve Center was closed, then it was revived as the DHS Firearm Training Center described above, since it always was and still was and yet is fed.gov property.
