There's nothing inherently wrong with requiring sellers to do a basic check on their buyers, but as you point out, "universal background checks" is just code for "universal registration", which is the sine qua non for eventual "universal confiscation".
As has already been demonstrated in their pilot programs in California and NY and Connecticut, they have to have fairly complete lists of who owns which guns, before they can be sure that enough people will be too frightened to ignore the next gun bans and turn-in demands.
It would be reasonably effective (at least as effective as their schemes) to provide anyone with access to a yes/no response on any gun transfer, using the Internet. No details, just a yes or no, based on the buyer's name and DOB, and perhaps another identifier if there's more than one "Juan Perez" with that birthdate.
Would it be a 100% net? Nope, but nothing would be. The DEA fights illegal drug sales with much less. But it's suicide to accept gun registration, or requiring all sales to go through an FFL.

Criminals can't pass a back ground check so they don't buy their guns from a FFL. Gun laws are only for people that obey the laws. Criminals don't obey the law that's why they are called criminals.
