You'll find that many of your neighbors commute daily to the "city of brotherly love". Exeter has alot too.

He should have called the Police and been a good witness. He could have called 911 or radio dispatch. I know who Josh is and he should have known better. Lots of things could have gone wrong, such as getting hurt or killed!
(From the article)**Douglass Township Constable Joshua Stouch was travelling on Route 422 near Fisher Chiropractic in route to a requested transport when he heard the gunshot and stopped to investigate. Stouch was approached by witnesses who advised him two men were chasing another man in a wooded area behind the bar. Stouch checked the area and saw two men walk out of the woods. The men identified themselves and a handgun was located on one of the men. Both men were placed in handcuffs and detained until police could arrive, according to a Facebook post by the Douglass Township Constable Office.***
1. Stopped to investigate. He should have picked up the radio or phone to report gun shots.
2. Approached by two witnesses, should have stayed with them till the Police arrived
3. Checked the area, should have waited for Police
4. Two on one he recovered a gun. Lucky he didn't get shot!
5. Put them in cuffs and detained them, without back up.
