    Default References for LTCF in Lebanon county

    Question I just move here from CA. and want to apply for a LTCF. My question is I do not have two references for the application. If I submit without them, does it get instantly rejected?

    References do not have to be from Lebanon County, or even Pennsylvania.

    I was just going by the the instruction that are with the form
    "The two personal character references should be Lebanon County residents and ...".

    I just looked at the Lebanon County sheriff's website, and the letter you are referring to. The sheriff is attempting to add a requirement to the application that is not required by state law. Notice how it says the references should be Lebanon County residents? It does not say shall or must. Should has a different meaning than shall or must, and the sheriff knows it. Notice how he later states that resident aliens must have their Green Card? (I don't know if that is a requirement, I am just highlighting the difference between should and must, and the fact that the sheriff knows the difference). They are legal terms. Should is not a requirement, must is.
    If I was you, I would submit it with references who know you. Does the sheriff really want to call references who you just met, and don't actually know you?

    Thanks. I understand should is different then must, but after 18 years in CA, should to most sheriff means another reason to reject you.

    This is the Commonwealth of Pennsylvania. Unlike your former home, here people have been known to march on the state capitol, and stand up to petty tyrants that don't follow the law as written.

    A rejection, by the way, has to be done in writing, and must state the reason why (which is spelled out in state law).
