My brother is 19 and applying for a SFP for hunting, fishing, whatever. Will the permit allow him to purchase a handgun from a federally licensed firearms dealer? Or, would I (or another private seller) have to sell him a handgun and transfer it into his name? Any help would be appreciated!
No, you have to be 21 to purchase from a ffl in PA. You can't transfer one at ffl either until then. A sheriff could transfer to him, but I'm not sure how many actually do that. He could be given a handgun as a gift from a parent or grandparent without a transfer. Outside of that it's a little tough.

This is stupidly simple....In Pa, you have to be 21 to own a pistol or revolver, that is not blackpowder. The transfer the op mentions is a straw purchase...:-/

    False.

False again. The transfer can't happen, because the FFL cannot transfer a handgun to anyone under 21. A gift from a parent/grandparent/spouse is absolutely legal, and requires no paperwork.

You're correct about the "gift" part...but they can't own it until they are 21. It would have to be under another "relatives" ? ownership.

And how am I wrong about the black powder revolver?? 16yrs old can purchase and own. There are threads here on this....

It's 18 to own in PA. 21 to purchase from a dealer.

Gifting a firearm isn't a straw purchase either. I've received firearms as gifts from my father and my wife. Nothing illegal about it. In fact it's one of the things that is currently chapping the potus's ass that we're still allowed to do it.

Since you insist you are correct, please cite the applicable law which prohibits ownership under 21.

It is simple, but you have it wrong. You only need to be 18 to own a handgun. 21 is simply the minimum age to purchase one from (or through) and FFL. PA's requirement for almost all handgun transfers to go through an FFL make it difficult for anyone under 21 to get one, but it's not illegal for an 18-20 year old to own. Transfer from parent/grandparent is about the only legal way. Even though it's legal for them to do so, it's unlikely you'll find a sheriff to do the transfer.

Well, he's saying 2 things in that line. The first, ffl cannot transfer a handgun to anyone under 21 is correct. The gifting part is not...unless you are of age....I've had guns gifted to me also...but I was of age and there is no big deal...now if you were gifted a 1911 from your grandfather and you were 15 at the time, you were not leagally allowed to own it.. And this aint a pissin contest...if you disagree...then so be it...

As far as the age of owning a pistol....uhh, you still have to be 21 to purchase pistol ammo in pa, and technically includes 22lr.....

The gifting i was describing, i think would def fall under staw purchase...don't just bring in "gifting" and sayin thats a straw purch, as i know, gifting is ok :-)
