    York City Police Lt. Troy Bankert said Tuesday he hopes the spate of recent shootings is not the "new normal"

    York City Police Lt. Troy Bankert said Tuesday he hopes the spate of shootings in December, and another three in the past week is not the "new normal" for the White Rose City.
    "I don't want to think of it as the 'new normal,'" Bankert said.
    In December, there were a reported 16 shooting victims in about a two-week period in York, one of whom was killed in a drug-related home invasion.

    On Thursday, Dontay Lowrie, 21, of York, was shot as he sat in a car on Park Street. He died at York Hospital minutes later. The next afternoon, two male juveniles suffered non-life-threatening injuries in a shooting in the 700 block of South Beaver Street.
    Then, on Sunday afternoon, a man was shot in the elbow as he was in his home near West King and Hawthorne streets, Bankert said.
    Bankert praised the department's detectives for their swift and effective investigating, arresting Juan Abel Santiago, 21, of the 700 block of Priority Road, York, on Monday in connection with Lowrie's death.

    Police have not arrested a second man who police say also fired a gun at Lowrie.
    In addition, the department's patrol division made a quick arrest in Sunday's shooting, filing an illegal gun charge against a York man, court documents state.
    Bankert added the shootings on Friday, of which there is very little information, and Sunday do not appear to be connected.
    "The players don't seem to know each other and there doesn't seem to be any consistency -- motive, weapons, location," he said. "One happened, then the other happened."

    Sunday shooting
    Just after 4 p.m. Sunday, York City Police responded to the area of West King and Hawthorne streets. Inside one of the homes, a 50-year-old man suffered a gunshot wound to his elbow when a bullet crashed through a window, Bankert said.
    One officer was flagged down by a witness who said one of the shooters had gotten into a car, according to charging documents.
    Police spotted the car, then saw a male wearing a black and red jacket get out of it and walk into a home in the 700 block of West Poplar Street, documents state.
    Inside, police found Lykeem Ajibree Bethune, 19, of the 200 block of West Jackson Street, sitting on a couch with the black and red jacket next to him. With the residents' consent, police searched the couch, where they found a handgun. Inside the jacket was a small amount of marijuana, documents state.
    As of Tuesday, Bethune remained in York County Prison on $100,000 bail, charged with illegal possession of a firearm, firearms not to be carried without a license and possession of marijuana.

    Federal help
    In line with what department chief Wes Kahley said in January, Bankert said detectives continues to work with federal agents in the city, specifically the Bureau of Alcohol, Tobacco, Firearms and Explosives.
    "That's a slow process," Bankert said. "There's more hoops to jump through with federal cases. When you ask for assistance ... you're inserting a whole other agency with its own set of policies."
    The city has had success working with federal agents in the past to crack down on gang activity, resulting in longer sentences for defendants.
    In November, 12 members of the Southside gang -- who were tied to at least a half dozen murders and other violent crimes throughout the last decade -- were convicted in a federal racketeering and drug trafficking conspiracy case.

    Bankert said despite the slow movement of the work with federal agents, the relationship is a clear advantage to the department.
    "We're definitely moving forward, though, it's definitely a benefit to the city," he said.

    Here's a tip. EVERY person who is legally licensed to protect themselves should carry everywhere in York. Hate to break it to everyone, but this IS the new normal in York City. This is a criminal problem, a cultural problem, a family problem and a problem that will not just disappear overnight. This culture of crime has infiltrated York because it has been allowed to by residents raising these young criminals, the "leadership" who wants to spend more money on artwork to attract downtown traffic than on law enforcement and bulldozing the drug houses, and the modern urban society in general. Look around the nation, it's happening in every city that has been run the same way as York City.

    This is the new normal all over including quiet suburban neighborhoods. These are the consequences we pay as citizens for the failures of the governments to act in the people's best interest as well as the creation of the massive Welfare state we have today.

    If we continue the current social engineering course of placing non working criminal element in free HUD housing in working middle class neighborhoods and in 5 years you will see the complete distruction of that entire area socially and economically.

    Last two weeks of 2015 had something ridiculous like 16 shootings in that period. Almost all were gang-related and the shooters were under the age to even own a handgun legally.

    The "action" has continued over to January. The Mayor is clueless about it. She's clueless about every issue it seems...the violence, the budget, she even publicly declared victory over the snow while most of the city is still a mess, some streets still un-plowed nearly 10 days later. But hey, she pulled a few inmates out of the slammer to shovel, so she feels good about the job she did.

    Elect more Dems. Raise taxes. Get more federal grant monies. That will solve all of the problems.

    Hours ago, York City Deputy shot in face while serving warrant to someone on work release from the prison who never went back when he should have.

    Came up to house, thug just started shooting, hit cop in cheek (not life-threatening) and the police returned fire. Thug in serious condition.

    There's no doubt that this entire situation is the guns fault. The perp would have returned to his cell last night, and the deputy would have never been shot if it were not for that damn gun!
