Different kinds of emergencies.... but only one kind of "State of Emergency"?
I think that the PA EMA is where Wolf stashed Marcus Brown, he who was to command the PA State Police. Maybe he can help allocate snow plows, road salt and open school gymnasiums for winter shelters? Who knows? Given his experience in managing Bodymore (Baltimore) I reckon that handling a blizzard won't be much of a challenge for him and the rest.
Doubt that anyone is going to get jacked up for carrying a firearm. Isn't like there is an insurrection or mass riots going on right now. Be real interesting how a Court would rule if someone were arrested for carrying a firearm during such an "emergency", which is more handling a weather issue than some sort of mass violence incident.

It's a formality, but I don't think it is meaningless.
It's not a 'run around like your head's on fire' situation... Maybe it is more like when someone's smoke alarm starts making this annoying beep once every few minutes, so they correct it by removing the battery. They might say, "In five generations of family in the house, we never had a fire, so fuck it, I'm not pissing with the smoke detector any more."

It used to be called "winter". Now it's called, "state of emergency."
UNBELIEVABLE how much of a big deal locals are making about the possibility of getting a whole 1-3" of snow in Pittsburgh. Schools getting out early, closing, warnings of doom, etc. It is as if they have never, ever seen snow before.
