    I'm with ET on this! NYS Pistol Licenses are a STATE license and governed by the NY Penal Code. The licenses are administered at the county level and approved usually by the Judge of the County Court. The license is valid statewide with exceptions to NYC, Rochester and Nassau & Suffolk Counties all of which require an additional endorsement.

    The NYS Pistol License IS a license to carry though there is a version that is for "on premises" for those businesses that want protection. You must have a pistol license to own a pistol period.

    It only applies to NYC, don't need a special endorsement for the other counties.

    No NYS issued permit is valid in NYC, unless endorsed by NYC (rare) that said, pistol licenses issued upstate are all technically unrestricted carry permits throughout the state (excluding NYC of course). However, many municipalities (down state) have adopted NYC's BS administrative restrictions, like premises only, restricted security guard, business, target and or hunting restricted. NYS Law doesn't allow for those restrictions, its a carry permit.

    Additionally, not every county requires a judges signoff, many do, but some are left to the discretion of the Sheriff or CLEO.

    will it hold up, no clue. how do they plan on doing it, not sure. What all is it allowing the PA residence to do in NY again cant say. They will be giving out the information on Tuesday so waiting to find out.

    But what is it doing, more than anything it's a nice middle finger to both downstate ny (the city which no one likes, even us here in NY) and Albany at the same time. Showing that the actual people of NY are getting real tired of how Albany and the city have and are doing anything and everything they can to try and make legal gun ownership villainized or difficult.

    Chemung county is one of the counties that doesn't do "restricted" licenses any more unless the person applying specifically asks for it. Granted right now approvals are taking a bit longer than the 3 month maximum due to the amount of people applying over the past 2-3 years. Hell the sheriffs office opened a satellite office at the mall and as a "grand opening" promotion handed out 100 free license applications

    little confused on statements like this. Yes NY does its best to trample the 2A, but then when part of the state takes that first step such as trying to establish a reciprocity with even one state such as PA the big picture is lost and it's nothing but how new york does nothing but stomp on the citizens rights. With any state that is so invested in anti gun laws dating back to the early 1900s it's almost impossible to just go back to being a 2A friendly state over night.

    Grrrrrr. FTFA:

    Pistol permit holders in Chemung and Bradford Counties may soon be able to apply for permits in each other's counties.
    Permit holders in Chemung can apply in Bradford today, and Bradford shall issue LTCFs to non-residents. Last I checked, the Bradford county sheriff was unlawfully refusing to accept applications, and no one has taken him to court to force him to comply with the law.

    I will take care of Susquehanna in a few months. Someone else needs to take care of Bradford.

    Very mature and well thought out perspective. Diplomacy & patients is useful when dealing with legislation, rules, etc., etc... that infringes and violates our constitutional rights.


    On a related matter I have often marveled at how often (historically) states/cities/feds laws are created that infringes or violates our constitutional rights.
