This is a squeeze play. Prosecution of non-licensed dealers will rise. They'll make sure they get some people that sold 4 or 5 guns in a year to get everyone paranoid about FTF transactions.

All they need is to do a few perp walks and prison sentences and everyone will spazz just like they do with 922r and 922r only ever had one civil case the ATF prosecuted. Job done.
