    That is why PA uses a separate form, because if the PSP used copies of the 4473 they too would be in violation.
    Using the information on 4473 in relation to a criminal investigation however happens quite frequently. So in the supposed case of Jackson Gun and Ammo, the NYSP requested 4473's post January 15 2014 date and contacted those individuals who purchased after that date.

    "She did say the investigation is focused on the dealer, not me. If my firearm is not compliant it will be seized as evidence but will eventually be returned after being made compliant."
    The only thing the State of NY is interested in making "compliant" is its populace.

    This is why I sold my house there for a loss and made a run for the border last year. Now I'm doing everything I can to make sure that PA doesn't follow suit.
