    LOL, sounds like people in Philly have issues with bringing or knowing what acceptable ID is. I'm a big fan of Parking Wars and it's always the same story: "That's a photocopy, what do you mean it's no good?"

    Proper paperwork, I know, it's a challenge... Hey even Obama had issues with it lol

    I think a complaint letter to the incoming police commisioner might be in order...detailing the conduct of staff at the unit as well as the fact that offices in other counties are equipped to take photos of the applicants.
    The incoming Police Commissioner has been basically running the department for the past few years.

The state police commander would probably only do it for friends. That leaves you with judges.
    I remember way back when, when one of the above was needed just to get a LTCF in Philadelphia.

    Let's see if you can take a challenge of reading and understanding the "not limited to" part:

    PLEASE NOTE THAT THE SAME PROCEDURES ARE APPLICABLE FOR RENEWALS.
    Below are examples of, but not limited to, acceptable forms for proof of your residency:
     Current Utility Bills: (within the last three months)

    o Phone Bill – Home/Cellular
    o Electric Bill
    o Gas Bill
    o Water Bill
    o Cable/Satellite Bill

     Current Credit Card Statements
     Current Bank/Student Loan Statements
     Valid Vehicle Registration
     Valid Vehicle Insurance Card
     Voters Registration Card
     JUNK MAIL IS NOT ACCEPTABLE
