Default Giving AR 15 to Brother

I know from the PA Transfer site FAQ that most long guns can be transferred without an FFL.
    http://www.guntransfer.org/faq.html

Can I give my brother my AR15? It's a stag arms, if that matters. He's my bro, has a carry permit, and is absolutely not prohibited to own a gun.

Can I give it to my bro without an FFL?

    Thanks!
    Charles

I have often thought of you as a brother.
