I'll say no, as that definition is almost identical to that of a "prohibited offensive weapon" (18 Pa.C.S. §908), where legally used/possessed firearms are specifically exempted.

I was thinking "maybe", since I guess one could argue that a firearm is an explosive device (although it's certainly not what one ordinarily thinks of when encountering the phrase).
