LTCF confidentiality laws from class action suit in philly.. just in philly?

i just caught wind of this, im going for my ltcf tomorrow and spoke to my 2 neighbors to be references, and one of them directed me to this..

does anyone know more about this?

i see the purpose of the suit, and good for them, but does it apply to all counties? or just philly?

It technically only applies to Philly. Some DAs & Sheriffs came out publicly saying prior to that agreement anything they did not believe they legally could check references, & that would only lend weight to that belief, but as of yet there is no binding precedent.
