    Default POPE Visit to Philly - and State of Emergency Question

    Just a disclaimer to all, if you type in Pope Visit and Handgun the FBI is reading this thread -
    I am going to be at the event in Philly when the Pope comes to town, I am actually working the event and would love to keep my small LCP with me just in case.. But I know with all the people going to be there having my little .380 is really not going to do much so I am getting some thoughts from this group.

    Second Question - Most of the towns are declaring a State of Emergency to help pay for extra police and other expenses related to the event. Is there laws regarding CCW during a State of Emergency?

    ARE there laws regarding CCW during a State of Emergency?
    Not for CC. For OC, under a SoE, you do need a LTCF. In Philly, you need a LTCF for OC anytime.

    You need a license to carry anytime you conceal outside of your home. You also need one to open carry in Philly and during a state of emergency --- or a state of emergency in philly for that matter

    Not sure what will be the reality with the papal visit.

    How do you know the FBI is reading this thread?

    It's better to have a .380 that wouldn't do what you needed than not have anything and need something.

    I would carry & if nit becomes a problem deal with it then.

    AS long as you have a LTCF you're covered as far as PA is concerned.

    Isn't the SOE law only for Governor declared SOE's?
    I live in a very liberal place, I can imagine them declaring a SOE because someone almost tripped on their Birkenstocks because they saw a MWAG.

    Nope. The law is written very vaguely. Although it could be argued that way as it is a State Law, the law also says executive, without defining it. That could be the Governor, but it could also be the mayor. Given we are a Commonwealth, it should be the local exe.
