Dear readers, I will be visiting my grandkids in Fishtown, Philadelphia. PA no longer reciprocates with an NR Utah CHL holder, and my resident state Oregon reciprocates with no one.
I hate being that naked. Would I do best to find a county friendlier than Philly or surrounding counties? Or do you think I might get a 50/50 shot in Philly? It's too late for this birthday,
but I'd like to feel my G30's company next time. I don't imagine being turned down helps your chances in another county. Thank you, Pennsylvanians.

If you're going to go for a non resident license, you can apply to any PA county. I would find somewhere friendlier than Philly. Lots of counties issue on the spot and can take care of it during your visit. Find the closest one and apply there imho. Philly sucks and makes people jump through extra hoops that most of us in the rest of the state don't have to.

I just renewed mine and while we were there 6 people from DE came in to get their non-res. They had no problems, and were issued on the spot same as we were. Stay out of Philly, come to the Lancaster Sheriff.

Lancaster isn't a very far drive at all. You could get it taken care of on your upcoming visit and be good for the next five years.

I always like frying some up for people who have never tried it when I have some. Most people enjoy it, especially if they don't have any preconceived biases towards it already.
