    Hi Singlespey, here's the consensus:

    The law says you can use your non-reciprocal permits to carry in a car (per §6106 (b) (11)), although the police will probably think that a reciprocal permit is required.

    No license is required to open carry OUTSIDE OF PHILLY.

    Without the PA LTCF, you can't carry concealed on your person anywhere in the state.

    Without the PA LTCF,you can't open carry on public streets and public property in Philly.

    Without a LTCF or reciprocal permit, you can transport your unloaded firearm directly between your house and your "vacation or recreational home or dwelling" (per §6106. (2) (b))

    When going from the airport to your "vacation dwelling" with your gun unloaded and in the trunk, go directly from the airport to the dwelling, no detours whatsoever.

    Even though you can carry from your house to your "vacation dwelling" without a license, and you can carry anywhere in the car with your existing permits, you can't CC from your "vacation dwelling" to the car if you're going anywhere but back home (but you can OC between the dwelling and the car outside of Philly). If your "vacation dwelling" is in Philly, you also can't OC from your "vacation dwelling" to the car unless the car is on private property adjacent to the dwelling. Therefore, you have no legal means to get the gun between the car and the dwelling if the car is parked on a public street in Philly (unless you're going to or from your home in Oregon).



    If that's confusing, then welcome to PA! Your best bet is to carry a copy of the law (here) with you, and get your LTCF ASAP. Once you have your LTCF, you can CC/OC/car carry anywhere and forget about all of the above foolishness.

    Your best bet is to carry a copy of the law (here) with you, and find a place to stay outside of Philly, at least until you get your LTCF.
