The serious part of that is that for most people, it's insane to hire a lawyer to dispute a $53 assessment. Which is why it's safer for corrupt agencies to steal $53 each from 1 million people, than to steal $53 million from one man. Because that one man will be sure to fight. But most of the million folks will roll over, because they don't care about fixing generalized injustice, they just do the math and pay off the extortionists.

I've also dealt with Redbox, over machines that were down when I went to pick up my reserved movies. They credited my account every time, and I was able to talk with human beings each time with no trouble.

You're correct, it's the difference between a company that needs to keep willing customers happy, and tyrants with a monopoly over the roads and a fix in with the government. It's the difference between the Soviet Union and Disneyland.

You should demand a court appearance and then file for a change of venue to PA so you don't have to travel to NJ and risk getting another ticket.

What dash cam do you use?

I was looking at the Garmin with GPS but some reviews say it freezes.

Just a cheapie off eBay, with an aftermarket name-brand 32gb card. Good enough to capture who did what, record sounds, and otherwise rebut lies told about you in court. On a good day, it captures license plates, and whether the traffic signal was red, yellow or green. Very helpful if someone claims that they were already in an intersection when you entered, or that you called them the "n-word", or that you pulled a gun while they were just calmly speaking to you about you cutting them off in traffic. It allows you to introduce reality to the fantasies spun in courts.

Everybody should have a few. With the card, easily under $50. Just don't leave them visible on the windshield when you park, because meth addicts will break your window to steal it. Because meth addicts are idiots.

And after winning the court appearance send them a bill for your time and travel costs, after all, that suit was malicious and waste of your time, and you should be compensated. When they don't pay, file a countersuit in PA. Take that court order to NJ and file a lien against one of their buildings. Finally, don't forget to file a claim of mail fraud (extortion) with the USPS, get them involved and you might really screw up their money grabbing scheme!

As an aside, didn't Philly do the same thing a few years ago? Mail parking tix out to random plate numbers across the state, many of which cars had never even been parked on city land?

I've seen a number of those stories over the years about people from western PA receiving Philly parking tickets in the mail, even though they've never been anywhere near the city.
