Any way for 18 year olds to carry?
So I know you cannot get a ltcf until you are 21 and without one you can only open carry if you are walking everywhere. I cannot walk everywhere but while doing research on these confusing laws I saw a couple people mentioning you can get non-resident licenses from other states at 18 and use that to carry in PA. Is that legal? I know with drivers licenses you need to have the license for the state you are a resident of but see no mention of that in these gun laws.

Didn't Kane change the law so you have to have a license from your home state before Pennsylvania will honor a non resident license from another state?

Correct. Out of state permits are not valid for in-state residents.

Although she did change several reciprocity agreements to restrict recognition of ones issued to 'non-residents' of the issuing states, the blanket proscription comes from case law:
In construing the Act to give effect to all of its provisions, we hold that a Pennsylvania resident who does not have a valid Pennsylvania license issued under the Pennsylvania Uniform Firearms Act may not carry a firearm in a vehicle or concealed on or about his person in Pennsylvania under the authority of a permit issued by another state that has reciprocity with PennsylvaniaIANAL

What if you have a license from another state that does NOT have reciprocity with Pennsylvania?

The only recourses are:
1. Open carry of a "firearm"(handgun, SBS, SBR) on foot outside of Philly and absent a state of emergency.
2. Open or concealed carry of a rifle or shotgun(except within Philly or during a state of emergency), and it cannot be loaded within a vehicle.
