According to the agreement, Phila no longer requires references - even on the LTCF application.

1. References: References are no longer necessary, as this would violate the
confidentiality provision specified above. Even if you nonetheless decide to provide
references, they will not be contacted.
Chester, Berks and Perry counties have also done away with references:

NY does not honor even honor the Federal law on transportation of unloaded firearms, specifically handguns. If caught with a handgun they WILL arrest you and make you have your day in court only to be released if you followed the Act. Then you are out money and a handgun.
MD state police have been running plates on cars licensed in 2nd Amendment friendly states. If that reveals the owner has a LTCF, they pull the car over and search it. Several cases now pending for violation of 4th Amendment rights, all FL residents, all stopped on I-95, and I think none had a firearm with them.
I don't know if PA has any link between driver's license and LTCF. I do know that FL does.
Thankfully OH, VA, and WV have reciprocity with PA so there are ways to leave PA while legally carrying and drivingRetired US Army

Dauphin County Sheriff still required me to provide references in order to accept my license renewal application.

You know, I have a CDL drivers license with a hazmat endorsement. I've been through background checks from every alphabet federal government agency. Yet I need a reference from someone they know nothing about. Are they running background checks on my references? ?
We aren't criminals! ! It's just rediculous I need to ask one of my few friends to vouch for me.I love the smell of gunpowder in the morning.[

Many have said that their references were not contacted as was my case so wouldn't lose any sleep over it. Seems it's just two spaces in the application they want filled. Maybe don't want to bother with making up all new applications.

It was a throw-back to back when PA had a "May Issue" status and criminal records weren't so readily available as they are today(instant background check).
It can still serve a lawful purpose today as a sheriff's means to investigate the applicant. ....there are folks who probably shouldn't legally carry a gun even though they aren't prohibited by conviction.
