Non-Resident update
Just an FYI. As of today, the sheriff's department stated that they will only issue a non-resident license to person who have a "Full Carry" (with NO restrictions, i.e., target, hunting, etc.) in their state of residence. He added that, in the past six months, more and more counties are taking a similar approach "to keep things simple." Where I am in New York, only retired law enforcement - or celebrities - get an unrestricted license. Have found that Wayne County (Honesdale) will issue one if a person has a "Business" permit, but not if they have one for just target and/or hunting.

With all 50 states now 'issuing' CCWs, the bolded statement above is incorrect. Any sheriff that would issue such an LTCF would be in violation of 18 Pa CS 6109(e)(1)(ix)

Owning or even leasing property does not make one a resident.
Although I'm unaware that there is any formal definition of Pa 'resident' insofar as issuing an LTCF is concerned, generally some proof that you actually maintain a home and make Pa your principal residence like: DL/registration or PA non-driver's Id, voter registration, enrolling kids in school, filing resident state income tax, etc.IANAL
