Liberty Training Rifle

I was reading the appleseed blog, and checked out the link to the liberty training rifle. How difficult would it be for someone who has never built any firearms and would be learning everything about doing a custom build as he did it and what would I be looking at on cost? If its not something a total (and i do mean total) no nothing noob should try to tackle, does anyone have an idea what it would cost me to have one built?

Wooden stock like the first pic. External magazine. Rifle not carbine.

its easy. tools you need. screw driver, punch set, Allen key set, and a hammer. thats it.
